What does this mean to you as a buyer?  It means that when the time is right for you to enter into the market, that you should expect to move fast if you want something.  And be prepared to put your best foot forward as you will likely be in competition with other buyers.  That means doing your "home" work first by having a pre-approval from a lender (if you are need financing) and be ready to go look at these in person as soon as they come on the market.  In many cases you may not be able to say, "I don't have time today...how about this weekend?"
